As I understand it in California, water sewer and trash utility liens have seniority and follow the new owner of the deed.

It has become my understanding that they aren’t senior (by definition), but in certain instances they can become senior by being added to your property tax bill (which is always senior). I’ve only had to deal with this once and I got into a real pissing match with the county over it. Ultimately I decided to pay, but only because it looked like they might have the authority to roll it over the property tax rolls, and I needed to get escrow closed and move on.
